Starting August 2, 2026, the European Union’s Artificial Intelligence Act (AI Act, Regulation (EU) 2024/1689) introduces new transparency obligations for any content generated or modified by AI. Article 50 requires that synthetic content — text, image, audio, video — be identifiable, notably through machine-readable technical mechanisms.
You might think this only concerns Silicon Valley and the tech giants. That would be a mistake: this regulation directly affects the heritage sector, and here’s why it’s worth paying attention to now — even here in Quebec.
Why this matters for archives and museums
More and more heritage institutions are using AI to speed up the processing of their collections: automated description of photographs, transcription of handwritten documents, metadata enrichment, duplicate detection. This is great news for showcasing collections — but it raises a fundamental question: how will the public and researchers know whether a description, a caption, or a piece of metadata was generated or assisted by AI rather than written entirely by a human archivist?
This is exactly the problem the AI Act sets out to address in Europe. And even though Quebec and Canada aren’t directly subject to it, two realities stand out:
The Brussels effect: European standards often become the de facto international norm, especially for institutions that loan works, collaborate with European museums, or publish in international databases (Europeana, IIIF, etc.).
Public trust: at a time when generative AI-driven misinformation is an increasing concern, a heritage institution that can prove the provenance and integrity of its data gains credibility — regardless of jurisdiction.
The central role of C2PA
This is where C2PA (Coalition for Content Provenance and Authenticity) and its Content Credentials come in: an open standard that attaches a verifiable history to a digital file — who created or modified it, with what tool, when, and whether AI was involved in the process.
For a heritage institution, adopting C2PA (or a compatible equivalent) makes it possible to:
– Clearly distinguish a raw digitization, an AI-assisted restoration, and a description generated by a language model.
– Protect scientific integrity in archival work: AI-generated content remains identifiable even after distribution, republication, or copying.
– Get ahead of regulation rather than react to it — several funders and international partners are already starting to require this kind of traceability in their digital project calls.
Waiting for the law to be imposed from outside means staying in a reactive position. Starting now means positioning yourself as a leader in responsible heritage management — an argument that increasingly matters in grant applications and international partnerships.
